Me and Francesca have chosen to collaborate on the JAIL |OD| BREAK project, motivated by a careful reading of Article 27 of the Italian Constitution, which states: “Penalties must not consist of treatments contrary to human dignity and must aim at the rehabilitation of the offender.” This led us to ask: What are the actual living conditions of prisoners? What challenges does the prison population face daily? Are their rights to health truly upheld?

Is the principle of rehabilitation being fulfilled—or is it merely punitive in practice?
Our analysis focused on several key areas: a broad overview of the prison population (gender, citizenship, legal status, and age) and its evolution over time across European countries; pressing issues such as prison overcrowding, mortality rates, healthcare access, and staff availability. We sought to understand where these conditions are better or worse, offering a comprehensive view of the European prison system.

To support our findings, we utilized datasets from various reliable sources, including the United Nations Office on Drugs and Crime (UNODC), Eurostat, the World Health Organization (WHO), and the United Nations Economic Commission for Europe (UNECE).
